Most vendors sell LinkedIn outreach in one of two ways, and with both you carry the account risk.

Somebody gives you a login to an account they own. You do the work from there, replies included. When LinkedIn restricts it, you lose the account you were paying for and you start again on a new one.
Paying somebody to run your own profile, around $500 a month
Cheap, because the vendor supplies nothing but the labor. They send from your account. So when LinkedIn restricts something, LinkedIn restricts the profile your customers can see.
